There was no significant hurricane activity on Martha’s Vineyard this year. We did however, have a significant winter storm, which was watched over by the DCEMA in concert with the rest of the Island Emergency Managers. This year, a new program was started that invited County employees to sign up for emails that relate to emergency management issues. These messages are delivered by email and contain information about impending storm conditions. This method of message delivery is also designed to be an employee coordination system for incidents such as Pandemic Plan implementation and Continuity of Operations Plan (COOP) implementation. The County Emergency Management Agency, this year, partnered with the County Public Health Committee. The County Emergency Management Director sits on this board due to issues relating to Public Health Emergency Disaster Preparedness, primarily Pandemic Flu and bio-terrorism issues (smallpox, anthrax, etc). This group has recently brought about 100 health work-related people together in ten (10) groups to determine the state of the island health efforts. This was accomplished using the National Public Health Performance Assessment survey tools. A new HAM radio station was set up at the County Building. The County is currently partnering with the Vineyard Emergency Radio Response Team for HAM radio service, during emergencies. The Emergency Management Director has been appointed to be the Assistant to the County National Incident Management System NIMS Coordinator (Sheriff McCormack) in the County’s effort to become NIMS compliant. This is a system that the Federal Government has mandated to ensure that all public agencies, nationwide, that perform a first responder role, are able to work together in a single system that all can understand and utilize. The Dukes County Commissioners established a position entitled “Steamship Authority Representative’s Assistant for Emergency Affairs”. That position has the responsibility to advise the SSA Representative on island-wide emergency needs during disasters and public-health emergencies”. The County Emergency Management Director was elected as the Chairman of the Martha’s Vineyard Emergency Management Directors’ Association for the 2006 – 2007 period. This year the Red Cross has asked the County EM to be the coordinator for the initial logistics movement of Red Cross emergency supplies to a staging area on the Island, where the local town officials would pick up the supplies to bring back to their town for distribution. This year, the Federal Emergency Management Agency (FEMA) and the Massachusetts Emergency Management Agency (MEMA) asked the County EM to distribute pre-positioned Hurricane supplies (1 trailer of Meals Ready To Eat (MRE) and 2 trailers of bottled water) that were brought over to the Island prior to this hurricane season. This project was successfully completed within three weeks. The Island Boards of Health agents invited the County EM to perform the duties of the Logistics Section Chief, under the Incident Command System (ICS), for the flu clinic at the MVRHS this year. This All-Island flu clinic was designed by the Board of Health agents to be a drill for another project that the Mass Department of Health has mandated. That project is to establish an Emergency Dispensing Site (EDS) that could vaccinate 80% of the Island Population within 48 hours. The planning and implementation involved many diverse Island entities and took six months. This project was very successful and proved that this task could successfully be accomplished. The County EM has been invited by the County Airport Management to perform the duties of scribe during aircraft accidents. The duties of a scribe are to keep a log of actions taken during an aircraft accident response for submission to the Federal Aviation Agency (FAA) and the National Transportation Safety Board (NTSB). ============================================================= Several interesting developments within the Agency occurred this year.
