Filed under Category B Ц Emergency Protective Measures Description of Damage Floodwaters removed Floodwaters completely removed approximately 300 yards of roadway on Norton Point Beach. The roadway was used by the residents of Chappaquidick Island as an alternate ingress and egress to their residences. The roadway and the county owned beach upon which it lay have been replaced by an open space through which the ocean now runs. This open space is 300 yards wide, 200 feet from the bay to the ocean and has varying depths of between 8 and 17 feet along itТs breadth. The Norton Point beach, before being breached, provided the residents of Cappaquidick Island, during a wildfire event, with the only rapid escape route for large numbers of evacuees. During wildfire season, this highly vulnerable area is the residence of approximately 1000 residents and contains approximately 375 homes. The only other evacuation route is across a 3 car ferry or which can carry a maximum of 50 passengers per trip. This ferry is not in a location that would serve as an evacuation point for the majority of the residents during a wildfire. The Norton Point Beach breach is now approximately 300 yards wide and effectively removes the residentsТ ability to use this beach as an escape route. The current is running about 3 knots through this area and the depth of the water is approximately 8 feet to 17 feet, at the present time, which precludes evacuation by wading or swimming across the breach. Further, the location and dimensions of this breach are constantly changing which eliminates the possibility of spanning the breach. Latitude and Longitude at the present time: See pae A-7 Scope of Work: As the option of restoring the beach to itТs former condition is technically impossible and the option of spanning the breach is also not feasible, and the necessity of providing an emergency escape route still remains, the owner of Norton Point Beach offers the following projects as mitigating actions to restore the availability of an emergency escape route across itТs property. ALTERNATE PROJECTS Alternate Project 1 & 1a: Procure a dual use amphibious vehicle that can travel on both land and water for: Alternate Project 1) Evacuating and rescuing the residents of Chappaquiddick Alternate Project 1a) Acting as a Command Center during rescue/evacuation activities. (See Sealegs, Attached). . The vehicle, known as a Sealegs inflatable, has the capability of traversing both water and land. The cost is ???. Other details are: This vehicle will need a trailer to carry it to the ocean. Alternate Project 1: This amphibious vehicle would be capable of rescuing and evacuating residents of Chappaquiddick by transporting them from the beaches on the Chappaquiddick side of the breach to Edgartown, thereby restoring the availability of an emergency escape route. Alternate Project 1a: A secondary use of this vehicle, would be to act as a mobile Command Center for rescue operations. It could supply needed communication facilities, night lighting, helicopter landing zone facilitation and other rescue related activities. It is also strong enough to tow another boat of needed equipment such as smoke hoods, etc. for the evacuees. The most important advantage of an amphibious mobile Command Center is that an oncoming wildfire cannot trap it or its staff, as it can be packed up and can retreat via the water. Additionally, it can easily be reset at another location on the beach outside of the fire/smoke zone and resume operations very quickly. Further information is attached to this request. Note 1) This vehicle would be manned by the Dukes County Search & Rescue department (this department is part of the Dukes County Emergency Management Agency) in cooperation with the Edgartown Police and Fire Departments, Harbormaster, and others involved in the wildfire activities. Note 2) The services of this vehicle and the Dukes County Search & Rescue would also be made available by Dukes County to the Towns Aquinnah, Chilmark, Gosnold, Oak Bluffs, Tisbury, West Tisbury, and the Wampanoag Tribe of Gay Head. Other Alternate Projects: To further ameliorate the dangers of wildfire to Chappaquiddick Island, the following projects are also offered: A five year, annual grant for the distribution of wildfire printed material and safety seminars. A joint project, with the Edgartown Fire Department, to provide signage along the roadways, indicating the emergency escape route to the Norton Point Beach evacuation points.
