It would appear to be an opportune time to review our strategic position from the perspective of the island as a whole. And bring Bob up to speed on our unique situation here on Marthas Vineyard. Judy will give a more in-depth During any large long-lasting disaster, the overwhelming necessities are food, water, electricity, fuel in storage, medical care for hospitalization, large scale shelters, and a place to prepare and store the dead. Here on Marthas Vineyard, we also need specialized evacuation methods of escape, if needed. In our case, Ferry or air transportation. Starting with the Town of Aquinnah. Aquinnah has a population of 600 summer/ 2000 winter. They have a police department of 4, and a Fire Department of 10. Aquinnah shares ambulance service with Chilmark and West Tisbury. They have no central potable water storage supply and rely on household wells for their water supply. If the electricity goes out for over three days, they must rely on towns with municipal water departments with large storage capacity to supply potable water. They have no other resources of their own and must rely on other towns resident infrastructure for food supplies, fuel, medical care for hospitalization and mass care, large scale shelterining, a place to prepare and store their dead, and access to air or ferry transportation for mass emergency evacuation. However, they do have a resource that none of the other towns have. They have, within their town boundaries, a federally recognized Native American entity, who have shown willingness to share their resources. They also have a direct line to Federal resources, in times of emergency, that the rest of us dont have. Town of Chilmark: Chilmark has a population of ____ Summer/_ winter. They have a police department of__, and a Fire Department of __. Chilmark shares ambulance service with Aquinnah and West Tisbury. If the electricity goes out for over three days, they must rely on towns with municipal water departments with large storage capacity to supply potable water. They also must rely on other towns resident infrastructure for food supplies, fuel in storage, medical care for hospitalization and mass care, large scale sheltering, a place to prepare and store their dead, and access to air or ferry transportation for mass emergency evacuation.. They have a gas station in Menemsha and in a long lasting disaster, may be able to utilize the resident fishing fleet to bring a limited supply of food fish to the Island. Town of West Tisbury West Tisbury has a population of ____ Summer/_ winter. They have a police department of__, and a Fire Department of __. West Tisbury shares ambulance service with Chilmark and Aquinnah. If the electricity goes out for over three days, they must rely on towns with municipal water departments with large storage capacity to supply potable water. They have one medium sized grocery store and one gas station. The MV Airport lies in the jurisdiction of West Tisbury and is the only year round evacuation route by air. However, they too must rely on other towns resident infrastructure for fuel in storage, medical care for hospitalization and mass care, large scale sheltering, a place to prepare and store their dead, and access to ferry transportation for mass emergency evacuation. Town of Edgartown Edgartown has a population of ____ Summer/_ winter. They have a police department of__, and a Fire Department of __. Edgartown has its own Ambulance service. They have one large grocery store, two gas stations, and a sewage treatment plant. They do have a municipal water department with large storage capacity for potable drinking water. However, they too must rely on other towns for fuel in storage, medical care for hospitalization, large scale shelters, a place to store their dead, and access to air or ferry transportation for emergency evacuation. They do however have to rely on other towns for resident infrastructure for fuel in storage, medical care for hospitalization and mass care, large scale sheltering, a place to prepare and store their dead, and access to ferry transportation for mass emergency evacuation. Town of Tisbury Tisbury has a population of ____ Summer/_ winter. They have a police department of__, and a Fire Department of __. Tisbury has its own Ambulance service. They have two large grocery stores, two gas stations, and a sewage treatment plant. They do have a municipal water department with large storage capacity for potable drinking water. They have bulk storage of liquid fuels, both of gasoline and heating oil. They are the only port of entry for food, year round and the only year round evacuation route by sea. They are the residence of several refrigerated truck companies, which could be used for the storage of human remains. They do however have to rely on other towns resident infrastructure for medical care for hospitalization and mass care, large scale sheltering and the preparation of the dead, and access to air transportation for mass emergency evacuation. Town of Oak Bluffs Oak Bluffs has a population of ____ Summer/_ winter. They have a police department of__, and a Fire Department of __. Tisbury has its own Ambulance service. They have one medium sized grocery store, two gas stations. They do have a municipal water department with large storage capacity for potable drinking water. They are the residence of two bulk storage propane companies. They are the residence of the only funereal home for the preparation of the dead and are residence of the Marthas Vineyard Ice Arena, which could be used for the storage of the dead. They are a May through October port of entry for food and an additional evacuation route by sea. They are the residence of the Marthas Vineyard Hospital. They are the residence of the Islands only Back-up power facility. They are the residence of the largest mass sheltering facility, the Marthas Vineyard Regional High School and the residence of the another sheltering facility, the Oak Bluffs School. The Town of Oak Bluffs has the only municipal mass decontamination facility and is the backup communication facility for the Island. They do however have to rely on other towns resident infrastructure for access to air transportation for mass emergency evacuation. It is reasonable to believe that during a large scale and long-lasting disaster, most of the island towns population would have to rely heavily on the infrastructure that resides within the town boundaries of Oak Bluffs and Tisbury, and to a lesser extent on the Infrastructure that lies in Edgartown for potable water and West Tisbury for Air Transportation. County The County provides primary communication between first responders and the County Emergency Management office provides information coordination and services facilitator during disasters to those towns who desire it. Our area of vulnerability encompasses the Island but really starts at the Bourne and Sagamore bridges, because they are our only land-based routes for supplies and recovery and relief and because any disaster that overwhelms us is going to devastate the roads and the bridges. Also, Federal and State aid has to, by necessity, go to areas where the most people live or to areas that are a major contributor to the regions or nations well-being. We have a small population and we dont export anything, considered valuable. If this were a battlefield situation, the situation would be described as grim. The participants have nowhere to retreat to . The only route of relief supplies is extremely vulnerable Our relief situation is of lesser priority in the overall relief effort . And oh yeah, we dont yet have an overall island-wide strategic plan to save ourselves. So we had better do a lot of island-wide planning and be very very prepared.
