The first one is the timetable used at the Wellfleet drill and the second one is a half completed draft of an exercise that we could use for our drill. It seems to me that the way the exercises have been set up in the past is to spring a scenario on participants for which they have neither prepared nor practiced. In addition to that, the timetable for the exercise assumes that the Pandemic is going to arrive so suddenly that response activities have to be made up on the fly. This type of exercise does give the participants the motivation to begin planning but it does not help them to prepare, but only to react. And when the exercise is over, all is forgotten and no practical lessons are learned. We know that that it is not true that we will wake up one morning and face a full blown Pandemic. That there will be warning signposts along the way and that the elapsed time between the different signposts will give planners time to make careful considerations on how to handle the various situations and phases that the Pre-Pandemic and Pandemic will go through. Wouldn't it be better to design an exercise, where the exercise was handed out to the participants weeks in advance so that each individual town could sit down with their Selectmen, Board of Health Agents, Police Chiefs, Emergency Managers, etc, to carefully consider how to handle each of the various Pre-Pandemic and Pandemic situations that have been built into the exercise? And in this exercise, wouldn't it also be more realistic to design the exercise decision points in a timeline that simulates a timeline stretching out over a manner of months as it will probably unfold in real life? The half finished draft that I have sent along to you illustrates this principle. And when we all sit down together to do the exercise for real, each town can reveal to the other towns, how they would deal with the various decision points. From the lessons that each of the Island towns learn, an island wide plan could be constructed because now this process is no longer just a one day exercise but an ongoing process where a goal is defined and steps to reach it are organized.
