Deborah Cini Item 1 - The minutes for the meeting of July 19th, 2005 were read and accepted as modified. Item 2 - Training Availability Handouts were distributed OLD BUSINESS Item 3 - MOA Resource sharing among the towns during disasters. Judy Sibert explained the MOU to the group. If the Emergency Managers like it, it can then go to the All-Island Selectmen. Its just a first step. Individual MOUs will be needed. Its up to each EM to decide to go either as an individual to his/her selectmen or go as a group to the All-Island selectmen. Dan Bryant would like to go to the All-Island Selectmen and Rich Townes prefers to go directly to his Selectmen. Chuck will make a list of resources and supplies so that when a Selectman asks which resources, well have an answer. Chuck will talk to Aquinnah and Edgartown. Item 4 Discussion: Hurricane Katrina lessons learned as relates to Marthas Vineyard Chuck felt that the lessons learned were to Plan for the worst case scenario and Citizen Survivability Education were the most important. Judy Sibert to Deborah Medders: West Tisbury will change sheltering to include a section of the shelter for the general population and a section for people and their small animals. Judy asked Deborah how that fit in with ARC policies. Deborah said that it would be OK if steps were taken to demonstrate that public health issues are being addressed. Deborah Medders spoke about where shelters were set up in New Orleans. She also spoke about Camp Edwards sheltering. She explained why people didnt come in the numbers expected. The Humane Society is now part of Disaster Recovery efforts. Chris Cini: People overestimated what the Federal government was capable of. We should use the USCG more here on the Island. In New Orleans, there was a breakdown in communications. We should look at the vulnerability of the Comm Center and alternate sites for it. People who lived through Hurricane Camile were complacentabout this hurricane. Judy Sibert commented that the new Mobile Command Post will be used as an alternate, but it needs a satellite phone. Chuck Cotnoir commented that the Oak Bluffs Fire Station is the Secondary Comm Center, according to Sheriff McCormack. Chuck described the new site for the combined Comm Center and Dukes County Emergency Management Office/Dukes County Information Center. Deborah Cini commented that Oak Bluffs has a plan to send animals to the Town kennel. Judy Sibert talked about sending important personal papers to a remote location to avoid losing them all during a disaster and leaving yourself without an identity, money, or medical records, etc Item 5 Island Emergency Managers Letter to the Editor Citizen pre-preparation for Natural Disasters The Letter to the Editor was discussed and signed. Phone numbers were added. Item 6 Hurricane Coordination planning Final Wrap-up Chuck Cotnoir presented the Hurricane Coordination Draft Checklist used to collect information by the County Information Center during disasters and then disseminated to the town Emergency Managers. He described the actions that he could take to update the Island Emergency Managers at the 72, 24, and 6 8 hour marks, the During the storm phase, and the Recovery phase. Chuck asked for comments and a discussion was held regarding duplication of effort, in that other emergency managers may feel that they should be calling the same entities as the County. Chuck told the group that the County Information Center is only a collection agency and that the towns did not have to participate in the collection or dissemination of information if they did not want to. Item 7 American Red Cross - Hurricane Katrina Recovery Efforts Deborah Medders spoke about the relocation of Hurricane Katrina evacuees. She also spoke about recruitment and training of new volunteers Item 8 Bylaws and Meeting rules for MVEMDA discussion Rescheduled Item 9 Deborah Cini Barnstable Department of Health Liaison to Marthas Vineyard Boards of Health - Emergency Vaccination Dispensing Site Program for MV (Flu, Smallpox, etc) Deborah Cini is the Barnstable County DPH assistant. She was hired to put together the Island Emergency Dispensing Sites plan. She identified the sites (Aquinnah, Chilmark, and West Tisbury at the Ag Hall in West Tisbury) (Edgartown and Oak Bluffs at the MVRHS) ( Tisbury at the Tisbury School). She is working on MOUs for these sites with the various towns. She is working on volunteer recruitment to work in the site. The sites will be used to vaccinate against Smallpox, Anthrax, a pandemic flu, or any other disease that requires mass vaccination. Should any of these diseases strike, Dispensing Sites will open. The majority of medicines will be in pill packs that the patients will take home. A Smallpox vaccination class was recently held at the West Tisbury fire Station. Those eligible to be inoculators are EMT basics, doctors, pharmacists, and dentists. Registration sites may be separate from the dispensing sites. She is working with the Island Board of Health Agents Item 10 Opportunity for members to bring up new business Deborah Medders outlined an ARC plan to go into schools and talk to students about preparedness. She distributed materials (Family Communication Plan). She asked if any Emergency Manager would like to join the effort in their towns. Judy Sibert - West Tisbury wanted to join the effort and Chuck Cotnoir (Dukes County) also wanted to join the effort. Judy Sibert distributed the NIMS Resolution to the members.
