ANNUAL TOWN MEETING

TUESDAY, APRIL 24, 2001 at 7:30 PM

 

The Annual Town Meeting of the Town of Tisbury was called to order by Moderator, Deborah Medders at 7:40 PM, on April 24, 2001 at the Tisbury School Gymnasium/Auditorium with a quorum of 150+ present. Ms. Medders announced that she had examined the call of the warrant and the return service and found them to be in order.  She requested that all non-voters be seated in the non-voter section of the auditorium and reminded the meeting that there was no smoking permitted anywhere on school property.  Ms. Medders reminded the audience not to block the foyer or aisles.  Microphones were available at the front and back for the audience and she requested that all voters identify themselves be fore speaking.  Meverell Good thanked all departments for the work that they do.

Acting on amended Article 3,  the Town voted to raise and appropriate or transfer from avavilable funds the sums of money listed below, to be expended by the indicated Departments for the purposes listed and deemed to be capital expenditures:

 

Acting on Article 3(a), the Town voted Yes - 63, No - 36 to raise and appropriate the sum of Five Thousand Dollars ($5,000) as the Town of Tisbury’s share of the costs related to construction of a skate-board park to be located on property managed by the Martha’s Vineyard Arena, and to authorize the Board of Selectmen to enter into an Inter-Municipal Agreement with the County of Dukes County and at least four (4) of the other Towns on Martha’s Vineyard to share in the construction costs of such a skate park.

Acting on Article 3(b), the Town voted to raise and appropriate the sum of Twenty Thousand dollars ($20,000) Twenty Thousand Dollars ($20,000) for the School Department to design the second phase of the heating system.

Acting on Article 3(c), the Town voted unanimously to raise and appropriate the sum of Twelve Thousand Five Hundred Dollars ($12,500), for the School Department to repair the crumbling concrete sign at the top of the building..

Acting on Article 3(d), the Town voted to raise and appropriate the sum of Ten Thousand Dollars ($10,000), for the Council on Aging to replace the countertops in the kitchen in the Senior Center.

Acting on Article 3(e), the Town voted to transfer from Unreserved Fund Balance the sum of Eighty Thousand Dollars ($80,000) for the Harbormaster to dredge the Lake Tashmoo Entrance Channel.

Acting on Article 3(f), the Town voted unanimously to transfer from the Waterways Fund the sum of Two Thousand Dollars ($2,000) for the Harbormaster to purchase Outer Harbor Speed Buoys.

Acting on Article 3(j), the Town voted unanimously to transfer from the Waterways Fund the sum of Five Thousand Dollars ($5,000) for the Harbormaster to develop a comprehensive dredge plan.

Acting on Article 3(l),  the Town voted unanimously to raise and appropriate the sum of Sixty Thousand Dollars ($60,000) for the Department of Public Works to replace an existing 1989 6-yard garbage truck and all necessary peripheral equipment.

Acting on Article 3(m),  the Town voted to raise and appropriate the sum of Twenty Five Thousand Dollars ($25,000) for the Department of Public Works to replace an existing 1985 pick-up truck and all necessary peripheral equipment.

Acting on Article 3(n),  the Town voted unanimously to raise and appropriate the sum of Twenty Five Thousand Dollars ($25,000) for the Department of Public Works to construct concrete sidewalks along existing public, Town ways.

Acting on Article 3(o),  the Town voted to raise and appropriate the sum of Eighty-five Thousand Dollars ($85,000) for the Department of Public Works to replace an existing 1990 6-cell recycling truck and all necessary peripheral equipment.

Acting on Article 3(p),  the Town voted to raise and appropriate the sum of Five Thousand Dollars ($5,000) for the Board of Selectmen to replace the boiler at the Town’s downtown Public Rest Rooms.

Acting on Article 3(q),  the Town voted to raise and appropriate the sum of Twenty Nine Thousand Nine Hundred Dollars ($29,900) for the Police Department to purchase and equip one new police cruiser.

Acting on Article 5,  the Town voted to appropriate and transfer the sum of Nine Hundred Thousand Dollars ($900,000) from Unreserved Fund Balance to meet the limitations of Chapter 59 of the General Laws (Proposition Two and One Half, so called), as amended, or to reduce the tax rate.

TO TRANSFER RESERVE for APPROPRIATION TO refuse operations

 

Acting on Article 6,  the Town voted unanimously to appropriate and transfer the sum of One Hundred and Ninety Five Thousand Dollars ($195,000) to refuse, recycling and local drop off operations for fiscal year 2002 from the reserve for appropriation for sanitary landfill as provided for in Article 19 of the Special Town Meeting of November 2, 1993.

 

                VOTED: UNANIMOUSLY IN FAVOR

 

TO TRANSFER RESERVE for APPROPRIATION TO refuse operations

 

Acting on Article 7,  the Town voted unanimously to appropriate and transfer the sum of Fifty Five Thousand Dollars ($55,000) to refuse, recycling and local drop off operations for fiscal year 2001 from the reserve for appropriation for sanitary landfill as provided for in Article 19 of the Special Town Meeting of November 2, 1993.

 

                VOTED: UNANIMOUSLY IN FAVOR

 

TO hire, train and equip police officers to fill vacancies

 

Acting on Article 8,  the Town voted to raise and appropriate the sum of Four Thousand Dollars ($4,000) to hire, equip and train police officers for the Tisbury Police Department.

 

                VOTED:  MAJORITY IN FAVOR

 

To provide matching funds for the Island-wide drug grant

 

Acting on Article 9,  the Town voted to raise and appropriate the sum of Two Thousand Five Hundred Dollars ($2,500) as the Town’s matching fund portion of the Island wide drug enforcement grant.

 

                VOTED:  MAJORITY IN FAVOR

 

TO ACCEPT REIMBURSEMENT FROM THE S.S.A.

 

Acting on Article 10,  the Town voted unanimously to accept the sum of Thirty Two Thousand Five Hundred Dollars ($32,500), or some other sum of money, from the Wood’s Hole, Martha’s Vineyard and Nantucket Steamship Authority as reimbursement for police services to be performed covering summer traffic in the vicinity of the S.S.A. terminal in Vineyard Haven or any other location during the fiscal year 2002.

 

                VOTED: UNANIMOUSLY IN FAVOR

Acting on Article 13,  the Town voted unanimously to rescind the borrowing authorization in the amount of Two Hundred Seventy Thousand Dollars ($270,000), to develop a storm water management program, voted under Article 3(a) at the Annual Town Meeting of April 25, 2000.

 

                VOTED: UNANIMOUSLY IN FAVOR

 

to Create a new position of lieutenant in the police department

 

Acting on Article 14,  the Town voted to establish a new permanent full time position of Lieutenant for the Police Department, funding for such position for Fiscal year 2002 to be provided from the personnel line item in the Fiscal Year 2002 Police Department budget from funds previously designated for a patrolman and a sergeant position; and to amend the Town’s Managerial and Professional Employee Classification and  Salary Plan to include the Lieutenant’s position as M8.

 

                VOTED:  MAJORITY IN FAVOR

to authorize a revolving fund for Medicaid reimbursements for the tisbury school committee

 

Acting on Article 16,  the Town voted unanimously to direct, in accordance with Chapter 44, Section 53E ½ of the Massachusetts General Laws, that the reimbursements received for Medicaid reimbursed services be credited to a departmental revolving fund of the Tisbury School Committee, not to exceed Ten Thousand Dollars ($10,000) for Fiscal Year 2002, to be used to defray the costs of processing fees incurred in the application for reimbursement process and to defray unexpected special education costs.

 

                VOTED: UNANIMOUSLY IN FAVOR

 

to AMEND intermunicipal agreement for emergency services

 

Acting on Article 17,  the Town voted to amend the vote under Article 6 of the April 11, 2000 Special Town Meeting which authorized the Board of Selectmen to enter into an inter-municipal agreement with the County of Dukes County and at least four (4) of the other towns on the Island of Martha’s Vineyard (the “Island”), for the procurement of emergency medical services to be provided on the Island on a year-round, 24 hour-per-day, seven day-a-week basis, as voted at the April 11, 2000 Special Town Meeting, by adding the phrase “and FY2002” after “FY2001” in clause (iii).

 

                VOTED:  MAJORITY IN FAVOR

 

to FUND INTER-MUNICIPAL AGREEMENT FOR EMERGENCY SERVICES

 

Acting on Article 18,  the Town voted to raise and appropriate the sum of Seventy-four Thousand Seven Hundred and Seventeen Dollars and Sixty-four Cents ($74,717.64) to fund Tisbury’s anticipated Fiscal Year 2002 share of the costs under the Inter-municipal Agreement providing for common procurement of emergency medical services, subject to the terms of the Agreement.
